in respect of exports to these countries, we do not wish you to suppose that these are the only countries to which we ship Wax and Candles from Singapore. We ship, in fact, to every part of the world but if, as we suppose, machinery will presently be set up for the issue of special export licences from Singapore as from the U.K., we are quite content in regard to the other countries to put our applications through in the usual manner.

We would, however, mention that in regard to the U.S.A. it seems to us absolutely superfluous to impose any restrictions whatsoever, seeing that the U.S.A. are themselves by far the largest producers of Paraffin Tax in the world and export annually some 100,000 tons or more, which exports do not appear to be meet- ing with any interference whatever. In the circumstances, we think that as far as the U.S.A. is concerned, exports of Wax might well be permitted without any licence being necessary.
